Competent Persons Schemes

Building Engineering Services Competence Accreditation Ltd (BESCA) is the building services industry’s competent persons scheme for the notification of commercial and domestic hvac work under the Building Regulations in England and Wales.

Established by the HVCA and authorised by The Department for Communities and Local Government (DCLG), the scheme is designed for companies that need to self-certify ‘controlled services’ work under the Building Regulations.

The Competent Persons Scheme covers:

  • Parts G, J, F and L1, covering respectively plumbing, heating and energy efficiency in dwellings
  • Parts F and L2, covering ventilation and energy efficiency in buildings other than dwellings
  • Part P Installation of electrical systems
  • Renewable Technologies

Energy Assessors Scheme

BESCA offers a training and accreditation scheme that covers the domestic and non-domestic air conditioning inspection and reporting requirements for Air Conditioning Engineers, required under the Energy Performance of Buildings Regulations.

From January 2009 it became illegal to sell or let any commercial building without a current, valid air conditioning inspection report covering all installed, in-scope air conditioning equipment.

The HVCA offers a full range of training courses to support employers wishing to become Energy Assessors.

Microgeneration Certification Scheme

HVCA members have access to a tailor-made microgeneration certification scheme for installers of renewable technologies, solar thermal hot water, heat pumps, solar photovoltaic (PV), biomass and micro wind turbines.

To encourage take-up of microgeneration, the Government has introduced funding mechanisms for consumers such as Feed-in Tariffs and the Renewable Heat Incentive, but this is only available where the installation work is carried out by an installer who is a member of a Microgeneration Certification Scheme (MCS).

MCS’s have been developed to ensure that products are installed to quality standards. They offer enhanced consumer protection and a route for any complaints, and ensure customers get accurate estimations of the likely performance of microgeneration technologies.
