Competent persons schemes“I didn’t know you could do that!”The term competent person does not refer to an individual but to a company that is competent to self-certify work to a sufficient standard. Building Engineering Services Competence Accreditation Ltd (BESCA) is the building services industry’s competent persons scheme for the notification of commercial and domestic hvacr work under the Building Regulations in England and Wales. Established by the HVCA and authorised by The Department for Communities and Local Government (DCLG), the scheme provides for any companies that need to self-certify ‘controlled services’ work under the Building Regulations. The scheme covers:• Parts G, J and L1, covering respectively plumbing, heating and energy efficiency in dwellings• Parts F and L2, covering ventilation and energy efficiency in buildings other than dwellingsNorthern Ireland and Scotland are currently developing their own schemes.
